Voting Opens Today for IEEE Computer Society 2023 Election

LOS ALAMITOS, Calif., 07 August 2023 – Voting for the IEEE Computer Society (IEEE CS) approved slate of candidates for president-elect, first and second vice presidents, and Board of Governors members, begins today, 7 August, and ends on 11 September 2023 at 12:00 PM EDT USA/16:00 UTC.

All eligible voters will receive an email message from sender with voting instructions to access their online ballot information and voting link. Members in all regions can access the voting link at the IEEE CS election site.

Only IEEE CS members without an email address in their member record, or those who have opted out of IEEE email communications, will receive a paper ballot package. Those who receive paper ballots should return them by mail using the business reply envelope provided, or to IEEE Technical Activities, Attn: SGA, 445 Hoes Lane, PO Box 1331, Piscataway, NJ 08855-1331, USA.


Officers are elected to one-year terms and Board members to three-year terms, each beginning 1 January 2024. Candidate bios and position statements will be published in the August issue of Computer magazine, which is distributed to all IEEE CS members. Results will be announced in Computer magazine’s December issue and online.

Candidates for 2024 President-Elect (2025 President)

Mike Hinchey and Hironori Washizaki are on the ballot for 2024 president-elect and 2025 president. The president serves as the chief elected officer of the IEEE CS, representing the entire membership. Under the direction of the Board of Governors, the president provides direction for IEEE CS officers and Society programs and is responsible for the general supervision of the Society. The president serves one year as president-elect, one year as president, and one year as past president.

Mike Hinchey has served six years as President of the International Federation for Information Processing (IFIP) and is Emeritus Director of Lero—the Science Foundation Ireland Research Centre for Software, and Professor of Software Engineering at the University of Limerick, Ireland. Previously, Hinchey was Director of the NASA Software Engineering Laboratory. He has served on the IEEE CS Board of Governors since 2022. He is the IEEE Region 8 Director-Elect and has been Chair of the IEEE UK & Ireland Section and President of the Irish Computer Society.  Hinchey holds a BSc from the University of Limerick, MSc from the University of Oxford, and PhD in Computer Science from the University of Cambridge.

Hironori Washizaki is a Professor and the Associate Dean of the Research Promotion Division at Waseda University in Tokyo, and a Visiting Professor at the National Institute of Informatics. He also works in industry as Outside Directors of SYSTEM INFORMATION and eXmotion. Hironori currently serves as 1st Vice President of the IEEE CS to lead its activities and future directions. He has been on the CS Board of Governors since 2021. He has led professional and educational activities, including the evolution of the Guide to the Software Engineering Body of Knowledge (SWEBOK) and organizing educational courses and certifications at the CS Professional and Educational Activities Board (PEAB).

Candidate for the 2024 First Vice President

Note: Another First Vice President candidate was approved by the Board of Governors but subsequently withdrew from the slate for reasons beyond their control. Following IEEE election policy, the IEEE CS’s request to run a single candidate slate was approved by the IEEE Vice President for Technical Activities.

Grace Lewis is a Principal Researcher at the Carnegie Mellon Software Engineering Institute (SEI) where she conducts applied research on how software engineering and software architecture principles, practices, and tools need to evolve in the face of emerging technologies. She is the principal investigator for the Automating Mismatch Detection and Testing in Machine Learning Systems project that is developing toolsets to support these two activities.  She is currently the IEEE CS Second Vice President, VP of the IEEE CS  Technical & Conference Activities Board (T&C), and Diversity and Inclusion (D&I) Vice-Chair for the IEEE CS Technical Community on Software Engineering (TCSE).

Candidates for the 2024 Second Vice President

 Nils Aschenbruck is a Full Professor of Computer Science at Osnabrueck University, Germany. His research interests include computer networks, network security, and scenario modeling. Dr. Aschenbruck has received over 30 external grants from both government funding agencies and industry. His projects have received over 5 million euros in external funding. From 2013 to 2017 he was the chair of the IEEE CS Technical Committee on Computer Communications (TCCC), from 2016 to 2017 the chair of the IEEE CS Technical Activities Committee (TAC), and from 2020 to 2022 an elected member of the IEEE CS  Board of Governors.

Shashikant Patil is a Full Professor in the fields of Computer Science and Engineering (CSE), Artificial Intelligence (AI), Machine Learning (ML), and Data Science (DS).  His research pursuits primarily revolve around the domains of Signal Processing and Imaging, as exemplified by his extensive portfolio boasting over 75 publications in esteemed conferences and journals.  He has actively volunteered as the Regional Lead Ambassador for Region 10 during the IEEE Day 2015 and 2016 events. He has served as a Jury Member for the IEEE SIGHT (AIYEHUM) 2016 Competition. Furthermore, he assumed the role of Student Travel Grant Chair for the IEEE DySPAN 2017 USA Conference.

The first and second vice presidents serve as franchised members of the Executive Committee, Board of Governors, and Planning Committee. The vice presidents may execute a portfolio as assigned by the president and provide counsel and assistance to the president and other volunteer leaders. In the event that the president and president-elect cannot serve, the line of succession falls to the first vice president, then to the second vice president.

The Board of Governors is responsible for providing policy-level guidance to all organizational entities within the Computer Society.

Voting Eligibility

All professional and graduate student IEEE CS members on record as of 1 June 2023 are eligible to vote in this year’s IEEE CS election. (Undergraduate student members do not hold voting rights.)  Ballots must be returned no later than 12:00 p.m. EDT USA/16:00 UTC on Monday, 11 September 2023.
