A significant security threat has emerged because of changes to chip fabrication introduced from the flattening of the once-vertical IC supply chain. In the past, IC design and fabrication were typically handled by the same entity, because the cost to build a foundry, though expensive, was a reasonable investment. However, decreasing feature size and time to market, coupled with demands for lower-power, high-performance ICs, have made the cost required to establish a full-scale foundry prohibitive.
