IEEE Computer Society Certifications: Building Engineering Judgment in the AI Era

In traditional engineering lore, certifications were typically deemed valuable if they met a job posting's technical requirements and/or could be immediately and practically applied.

As for credentials that testified to broader software engineering knowledge? Their value has often been viewed as … less tangible.

Then along came AI and its seemingly voracious appetite for expansion, starting with coding-related tasks and now eating its way across the software engineering process.

Why Do Software Engineering Fundamentals Matter More Today?

As AI automation increases, engineering judgment is becoming an increasingly important differentiator, both for individual engineers and for teams.

Validating this engineering judgment is among the aims of the IEEE Computer Society's Certified Software Professional Level 1 and Level 2.

Rather than measuring expertise in a particular programming language or framework, these certifications assess the enduring engineering knowledge needed to develop, evaluate, and sustain high-quality software across evolving technologies.

Here, we highlight the IEEE CS Level 1 and Level 2 certifications, which assess the software lifecycle knowledge that underpins the increasingly pivotal judgment required in AI-assisted development today.

What Are the New IEEE Computer Society Certifications?

Certified Software Professional Level 1 and Level 2 resulted from a systematic, carefully considered overhaul of the earlier IEEE CS Associate Software Developer (ASD) and Professional Software Developer (PSD) credentials.

New Certifications for Today’s New Realities

The ASD and PSD certifications focused on knowledge of four core SWEBOK knowledge areas (KAs):

  • Software Requirements
  • Software Design
  • Software Construction
  • Software Testing

ASD was aimed at entry-level and early-career professionals and required a "coherent, demonstrable understanding" of these SWEBOK KAs. PSD targeted mid-career professionals and their ability to apply those four KA principles at a professional level.

The new Level 1 and Level 2 certifications build on SWEBOK V4.0a, emphasizing software engineering competencies associated with real-world professional roles and today's AI-assisted development environment.

  • Level 1 replaces ASD and focuses on procedural skills required of entry-level and early-career professionals who contribute to teams.
  • Level 2 replaces PSD and focuses on knowledge and skills relevant to mid-career leadership, including practical system design, software economics/cost efficiency, and team leadership and decision making.

In addition to Level 1 and 2 certifications, IEEE Computer Society continues to offer Professional Software Engineering Master Certification (PSEM), an advanced credential for experienced software engineering leaders that recognizes:

  • Software engineering principles
  • Professional practice
  • Leadership

PSEM and the new Level 1 and Level 2 certifications form a certification pathway that is grounded in enduring software engineering principles and reflect current, vendor-neutral software practices.

The SWEBOK V4.0a Foundations

The Level 1 and 2 certifications are built on the Software Engineering Body of Knowledge (SWEBOK) V4.0a, which is more vital than ever in this AI age.

The globally recognized SWEBOK framework defines the fundamental KAs that software engineering is built upon, which are essential for reviewing, integrating, validating, and governing AI-assisted software development.

Each certification signals understanding of SWEBOK KAs and practices based on the applicant’s career level and workplace role.

IEEE CS Level 1 Certification

Level 1 is for entry-level developers.

  • The exam has no prerequisites, but two years of education in computer science, software engineering, or a related field are recommended.
  • The four-part multiple-choice exam has 80 questions, including application of knowledge and scenario-based questions.
  • Applicants are tested on their working knowledge of key SWEBOK principles including software requirements, design, testing, maintenance, quality, security, and models and methods.

IEEE CS Level 2 Certification

Level 2 targets mid-career developers.

  • As with Level 1, no prerequisites are required. However, at least four years of college-level education in computer science, software engineering, or a related field are recommended, as are at least five years of relevant work experience.
  • The multiple-choice exam has 180 questions that require deeper analysis and include a focus on areas such as system design and leadership decisions.

Passing the Level 2 Certification exam signals to employers that you

  • Have demonstrated expertise and competency in software engineering practices
  • Possess the skills needed to independently deliver complex projects and guide teams to develop software across the lifecycle.
  • Can apply software engineering principles at a higher level
  • Are ready to lead and take on responsibility for complex projects and advance on your professional path.

Level 1 and Level 2: Advancing the Certification Landscape

Rather than emphasizing proficiency in a particular programming language, cloud platform, or coding interview technique, Level 1 and Level 2 are part of a platform-neutral Software Professional Program. As such, they focus on the engineering principles, lifecycle practices, and professional judgment engineers need to design, build, test, maintain, and evolve high-quality software.

Further, while the certifications cover lifecycle principles that uphold frameworks such as Agile, Scrum, and DevOps, Level 1 and Level 2  go deeper into the knowledge and skills you need to make sound technical decisions and help reduce costly development errors.
