Technical Council on Software Engineering

The Technical Council on Software Engineering encourages the application of engineering methods and principles to the development of computer software, and works to increase professional knowledge of techniques, tools, and empirical data to improve software quality. The TC cosponsors conferences, including the International Conference on Software Engineering, and several informal workshops every year. A TC subcommittee develops proposals for IEEE software engineering standards. A quarterly newsletter, Software Engineering, informs members of current events and technical results.

This new technical award was established in late 1999 in Harlan D. Mill's name to recognize researchers and practitioners who have demonstrated long-standing, sustained, and meaningful contributions to the theory and practice of the information sciences, focusing on contributions to the practice of software engineering through the application of sound theory. This award consists of a $3000 honorarium, museum-quality memento, and invited talk in conjunction with the annual International Conference on Software Engineering (ICSE), co-sponsored by the Technical Council on Software Engineering (TCSE).
