The inter-satellite distance, visibility, resource utilization and link stability are important factors in the inter-satellite link assignment. In this paper, we consider of the above factors comprehensively and propose a new assignment strategy using comprehensive weighted ideas firstly. We optimize the comprehensive weighted strategy from the aspect of link stability secondly: a comprehensive weighted for inter-satellite link assignment strategy based on link stability is proposed. Finally, we make simulation and analysis to the program combined with specific constellation, the results show that: compared with the original strategy, the link based comprehensive weighted strategy has been greatly improved in new call blocking rate, link delay and link switching.
