This paper proposes the steganography algorithm based on ±1 coefficients after discrete cosine transform (±1 DCT) for H.264/AVC. The ±1 DCT algorithm embeds information bits differently on the number of ±1 coefficients after DCT and quantization process. When the number of ±1 coefficients is more than or equal to 3, this algorithm embeds information bits by matrix encoding. The simulation results show that the degradation of video quality is negligible and the same overall bit-stream length is maintained. And the comparison with other algorithms shows the superiority of the ±1 DCT algorithm.
