Computer seeks submissions for a November 2012 special issue on the move toward electronic health records.
The US Patient Protection and Affordable Care Act of 2010 embraces the notion that electronic health information is the bedrock of modern healthcare.
A multitude of projects are under way that support the transition to electronic health records (EHRs), which enable information exchange among various healthcare-related parties while maintaining patient privacy and security protection.
This aggressive endeavor and its timeline of milestones poses new and interesting problems pertaining to the sharing of private information among government agencies, physicians, institutions, and individuals. While supported by incentive programs, the goal of having 80 percent of physicians using EHRs by 2014 seems unattainable given that currently less than 20 percent use this technology. Fine-tuning certification criteria and establishing best practices appear to be keys to this initiative's overall success.
Topics of interest include modeling and simulations of energy-efficient computing systems, green communications systems, and smart grid applications.

IEEE Intelligent Systems plans a November/December 2012 special issue on emergency management.
Emergency management is a critical function of governments and societies. Research in this field aims to develop frameworks, tools, systems, and policies to support organizations and people dealing with natural and man-made disasters. Both emergency-management practice and research have gone through major changes in the past decade, largely due to technological advances in sensor, networking, and communications technologies.
This special issue of IS aims to publish a collection of high-quality research articles on emergency management that synthesize the state of the art and promote cross-cutting community-building. Contributions should show direct relevance to at least one subfield of AI, and substantive, multidisciplinary findings with real-world implications are strongly encouraged.
Possible topics include emergency-management-related data management and informatics, novel data sources, emergency-management-related "big data" analytics and visualization, text and Web mining, social media analytics, real-time data stream fusion, data interoperability, semantic computing, situational awareness, and information sharing in response networks.

IEEE Intelligent Systems plans a July-September 2013 special issue on Web-scale near-duplicate search.
As bandwidth accessible to average users is increasing, audiovisual material has become the fastest-growing data type on the Internet. The impressive growth of the Social Web, where users can exchange user-generated content, contributes to the overwhelming number of multimedia files available. Among these huge volumes of data, there exist large numbers of near-duplicates and copies. File copies are easy to detect using hashes. Near-duplicates are based on the same original content but have been edited and postprocessed, resulting in different files. Another type of near-duplicate relates to footage about the same event or scene. The detection of near-duplicates poses a challenge to multimedia content analysis, especially when speed, scale, and copied fragment length are pushed to operational levels.
This special issue seeks innovative contributions dedicated to the theme of Web-scale near-duplicate search. Topics of interests include techniques and algorithms, near-duplicate and/or partial near-duplicate detection, cross-media search of near-duplicates; and semantic-based detection of near-duplicates.
