File Types
We accept plain text, Word, Postscript, and PDF. Any file that you upload to Manuscript Central will convert into a PDF.
Our system has size limitations on individual files. Please do not attempt to upload a file larger than 20 Mbytes.
Set the paper size in your text document to 8 1/2 inches wide by 11 inches high, rather than A4. Margins should be at least one inch on the left and right and at least 1.5 inches from the top and bottom. Your manuscript must have page numbers on every page, at least one inch from the bottom of each page.

Illustrations
All illustrations must be cited in the text, numbered, and have descriptive captions. Graphics should show only the coordinate axes (or at most the major grid lines) to avoid dense, hard-to-read illustrations. If your article is accepted, be prepared to submit separate files for each figure.
We work best with vector images (i.e., figures whose elements can be selected individually) if gridlines are to be placed behind graphs. A vector image/element will appear perfectly smooth at maximum zoom and the file will have an extension of .eps, .ai, .ps, or .pdf .
Rasterized images can be used, but "re-touching" graphs in order to place gridlines behind them or making other types of changes can become very time-consuming. You can generally tell if you're working on a rasterized image if, when you zoom in to the maximum, you can see "jagged" edges around the artwork.? Placing a rasterized image inside of a .pdf or saving a rasterized image as an .eps file does not make them vector images, nor does simply changing the file extension.
Figures originally built in Illustrator, Word, or PowerPoint (without placed rasterized images inside of them) will tend to produce vector elements. Supplying these native files in lieu of an .eps, .ps, or .pdf file would be preferable to a .tif, rasterized .eps, or a rasterized image placed within a .pdf file. Layered Photoshop files (.psd) are preferred over "flattened" .tif or rasterized .eps files.
Figures should be submitted at or larger than the size they will appear in the journal at an acceptable resolution. (Enlarging a rasterized figure to meet any sort of required size will decrease its resolution.)
Our printer, Allen Press, prints at 1200 dpi, so for rasterized line-shots & greyscale images, this is the optimal resolution.
200 dpi is the minimum acceptable resolution for any figure. If a 200 dpi figure is enlarged, the resolution will drop below what is acceptable/preferred.
A minimum of 600 dpi is preferred for color figures and 900 dpi for color figures with small text (approximately less than 16pt).

Keywords/Taxonomy
Keywords should closely reflect your topic and optimally characterize your manuscript. IEEE Design and Test provides keywords that are taken from the ACM taxonomy. (This is an extended version of the ACM Computing Classification System Copyright ©2003 ACM, used with permission.)
We recommend that you enter a minimum of two keywords when uploading your manuscript. Manuscript Central uses these keywords to link your manuscript to expert reviewers in your topic area.

Login Instructions
Everyone who submits a manuscript must have a Manuscript Central (MC) account.
If you have previously volunteered in any capacity for the IEEE Computer Society, you should have an account. If you are unsure if you have an account, please enter your email address into the Password Help feature. You will receive an email with your user id and password if you have an account.
If you do not have an account, click on Create Account link, which is located in the top-right section of the login page of MC. All required fields must be completed. You will receive an email with your user ID and password. Please note your user ID and password.
Also, if you anticipate that you will need to be notified at two email addresses, please include the second email address (CC).
If you have technical difficulties with your account, please contact Support by clicking the “Get Help Now” link, which is located in the top-right section of the login page of MC, or contact the Administrator.

Manuscript type and text
Type
Regular manuscripts fit within the scope of the magazine but are not submitted for a special issue.
Special issue manuscripts cover a specific topic scheduled on our editorial calendar. Please be sure to select the appropriate special issue title (manuscript type) when uploading your manuscript. For more information please see our editorial calendar.
Text
IEEE Design and Test is looking for succinct, practical, readable articles that will appeal to experts and nonexperts alike. Please write in active voice ("Engineers conduct tests.") rather than passive voice ("Tests are conducted."). Editors of accepted manuscripts typically change virtually all passive voice to active voice.
Manuscripts must not exceed 5,000 words (with each average-size figure counting as 150 words toward this limit), including a maximum of 12 references, as well as tables, figures with captions, and biographies. This amounts to about 4,200 words of text and five figures. Authors should also include a cover page with author contact information (name, postal address, phone, fax, and e-mail address), a 150-word abstract, and four or five index terms. Any article that exceeds this word count may be rejected automatically without going through the review process.

Review Process
Once you receive a confirmation letter from Manuscript Central, the Administrator will verify that your manuscript meets IEEE Design and Test's word length requirements and forward your manuscript to the editor in chief for an initial review. If the editor in chief finds that your manuscript is within the scope of the magazine, it will be assigned to an editor.
Reviewers are chosen to review manuscripts based on their expertise.
You can login to Manuscript Central and check the status of your manuscript anytime during the process. Normally, you will receive a final decision within four to six months.

Submissions
Concurrent Submissions
We do not allow submission to more than one publication at a time. If we determine that a manuscript has been submitted to another publication before IEEE Design and Test's review process is completed, your manuscript will automatically be withdrawn.
Duplicate Submissions
We do NOT accept duplicate submissions of manuscripts. Please do NOT attempt to enter or upload a modified version of manuscripts that are already in the system as a new submission.
Identical submissions will be immediately rejected.
Preliminary/Conference Version(s)
If any portion of your submission has appeared or will appear in a conference proceedings, please include a copy of your previously published manuscript along with your IEEE Design and Test submission and a summary of changes identifying the differences between the two.
Please be aware that editors and reviewers are required to check the submitted manuscript to determine whether a sufficient amount of new material has been added to warrant publication. The IEEE Computer Society's guidelines are that authors should only submit original work that has neither appeared elsewhere for publication, nor which is under review for another refereed publication. If authors have used their own previously published material as a basis for a new submission, they are required to cite the previous work(s) and very clearly indicate how the new submission offers substantively novel or different contributions beyond those of the previously published work(s). Any manuscript not meeting this criteria will be rejected. Copies of any previous published work affiliated with the new submission must also be included as supportive documentation upon submission.
