Although there is various useful information on the web, it is very hard to identify proper web pages, due to the problem of heterogonous and large amount of volume. In case of caching web pages on mobile devices, this is a crucial problem. Since we have to select web pages satisfy-ing the requirements in order to prefetch pages which have high possibility of usage. This paper focuses on the geographic characteristics and description types of web resources. Keyword based search does not take account of the positional information of geographic names and thus collecting web resources related a specific region is very difficult. Besides, it does not consider the differences between a web page with detailed information and summary information so that it cannot deal with the users requirements of detailed information. In this paper, a method to determine Geographic Scope and Level of Details of web pages is developed. Geographic Scope identifies the region a web page mentions with the positional information of geographic names. Level of Details classifies web pages into three types, "Table-of-Contents type", "Summary type", and "Detailed-Description type", with considering HTML tags, the number of kinds of geographic names and statistic values of parts of speech such as verbs and nouns. Experimental results show these two measures classify the web pages with relatively high precision. Finally, we present a Mobile Cache algorithm using these two measures. It is defined based on users' interest in a specific location.
