Network Administrative Permit Management System is a crucial part in the construction of E-Government .Now it is paid more attention by the government. As we all know that (Administrative Permit Law Of PRC) was brought into effect on July 1st, 2004 .The law supplies legal basis for the Network Administrative Permit Management System. From then on, such system emerges like bamboo shoots after spring rain. Permit System has many attributes .For example, it has to deal with lots of different kinds of affairs which are continuously changing with time and space under complicated system condition. But traditional technical solutions could not meet the actual demands .So the paper proposes a solution based on Agent technology to resolve such problems.
