The purpose of this paper is to introduce a novel system, Telephone-Supported Multimodal Accessible Web system (TMAW). TMAW is created according to the concept of Web Accessibility and Universal Accessibility, which aims to provide maximum website access for any users anytime anywhere. As a result, TMAW creates a dualmodal operation (mouse/keyboard) and dualmodal presentation (visual/audio) environment, and supports telephone accessing. Techniques used in developing TMAW include Multimodal interaction mechanism, Text-to-Speech (TTS) Synthesizer and VoiceXML technology. In addition, in order to serve users who do not have the background of programming, we develop an authoring tool, TMAW Builder, to simplify the process of editing contents in TMAW. TMAW is an environment not only friendly to the disabilities, but fulfils the requirement of mobile telecommunication.
