The distributed GIS in the peer-to-peer (P2P) environment is introduced. A new framework of dynamic GIS Services (Geo web services) based on ontology is proposed. It is the integration of agent and Web services. A simple prototype of dynamic GIS Services is designed and some key techniques of implementation are proposed.
