The paper brings forward the way of semiautomatic semantic annotation of emergency event case, give out the upper ontology, mid-level ontology and domain ontology of emergency event, provide a mechanism of annotating key elements in an emergency event case, such as concepts/instances, relation among concepts/instances, and geo-spatial information.
