Information and communication technologies (ICT) of have destroyed the hierarchical relationship of the organizations. Indeed, thanks to ICT and to the interconnections of the internal and external networks, one allowed oneself to ask all the hierarchical levels, to make decisions and responsibilities taking into account the transmitted data and information disseminated. However there are human factors of contingency which return the decisions taken by the front office, different from what they would have been if they had been taken by hierarchical executives. These immaterial factors of contingency are affectivity and ambiguity: These two key factors explain the variance of responsibility, which is at the origin of the conflicts of decision making.
