Abstract The management of contents with rights cleared becomes important in the Internet. There may be multiple right holders for one copyrighted work in the case in which multiple creators exist and/or the case in which the reuse of existing works is carried out. In this paper the conceptual model is designed on the basis of the examination of the dependency of each information which is necessary in the case multiple right holders have the rights of one work in the transaction systems. The language for description of rights information named CMF is designed based on the model, and design and development of a sample implementation of an interpreter of CMF are carried out.
