Most of us in software have grown accustomed to ads by software tool vendors that include catch phrases such as "full life-cycle support," "industrial strength," or "enterprise-wide." Until recently, we were constrained to be the passive recipients of information which, if not untrue, was certainly exaggerated. Starting in 1991, a new way of evaluating software development tools began to emerge. It uses an interesting software metric called "function points" to evaluate vendor claims about the completeness of software tool suites.
