Thinking about the development direction of e-government, the paper descript the information in collaborative process based on XML/RDF, and advanced the conception of “Task-Ontology”, and dynamically generated whole-Ontology to format two-layer ontology, based on RM-SFCA algorithm. On that basis, the paper combined with Multi-Agent Technology and the semantics, constructed The Model Of E-government’s Collaboration Based on Multi-Agent And Semantics to support collaboration of the E-government’s services, which lays the foundation for the establishment of a virtual "one-stop" service platform.
