Grey Relation Decision (GRD) model has the shortcoming of how to determine the value of resolution coefficient and how to deal with the grey relation degree of alternative to the negative solution. In this paper, those shortcomings are discussed and a new index of alternative ranking, relative grey relation closeness (RGRC), is put forward. The value of RGRC not only takes into account the grey relation degree between an alternative and the positive and negative ideal solutions, but also has the advantage of not affected by the value of resolution coefficient. Through comparison analysis, the effectiveness of RGRC is proved.
