The proliferation of wireless mobile networks has led to increasing demand for providing bandwidth guarantees to mobile users that are comparable to those received by users in the fixed networks. The constant increase of mobile users poses challenges on how to fairly and optimally distribute the limited bandwidth among the connections of different classes. This paper proposes a bandwidth allocation algorithm that reduces call blocking probability and call dropping probability. It also introduces a mechanism known as connection swapping to guarantee the availability of bandwidth to handoff calls.
