Changes in health care make it necessary to introduce professional management tools into hospitals that are supported by IT systems. The Balanced Scorecard (BSC) has proved to be appropriate as a strategic management and performance measurement tool in health care. Frequently measured performance needs an effective, flexible, and platform-independent software framework. Therefore, the analysis and design was developed with the aid of Unified Modeling Language (UML). A framework instantiation as an application was created by using Java. The Extensible Markup Language (XML) was used for data storing. Analysis, design and architecture patterns were used as well as black-box and white-box frameworks. Results showed that UML, Java and XML could successfully be applied. The project has successfully achieved the development of a framework for a clinical BSC and a framework instantiation.
