The trend of e-government and public services development is moving toward citizen-centric. Compared with government agency centric approach, this brings about a lot of new challenges. The challenges could be met by taking into consideration both business perspectives and IT perspectives innovations. In this paper, we propose a service oriented design method for constructing citizen-centric public services. We also give a real case study on an egovernment project in China in which the ideas were practiced.
