Assessment of Information Managers' Competency Using Rasch Measurement

The development of Rasch measurement model has rapidly expanded from social science educational fields to other engineering and technology field as well. This study is an attempt to apply Rasch Measurement in the field of technology to assess Information Managers' (IM) competency. Learning Outcomes is used in constructing the Rasch model measurement in assessing their competencies. Rasch model tabulates the IP; person and a given task; the items, on a distribution map (PIDM) on a common ability scale termed logit which gives a more encompassing overview of the IM's achievement on a linear scale for measurement. Comparative analysis against the traditional histogram tabulation and simple mean shows that Rasch measurement was found to give a better exploratory depth and easier understanding of each IM ability. Despite the small sample size, the IM were clearly categorized according to the respective knowledge and skills. This leads to a new paradigm in assessing competency of IM individuals using Rasch model.
