This paper summarizes the Installed Capacity Market as proposed by recent Amendments to the New England Power Pool (NEPOOL) Agreement and describes the resulting changes required in NEPOOL's Settlement infrastructure. The market's bidding specifics are expected to be finalized by the NEPOOL Participants in 1997. Once finalized, appropriate procedures will be incorporated into the settlement processes administered by the Independent System Operator (ISO). The target date for implementation of the Installed Capacity Market is November 1, 1997; the interim energy markets are expected to follow and become operational in April, 1998. Andersen Consulting has been retained by NEPOOL to assist in the development of a transition plan, schedule and resource requirements to meet these target dates
