The characteristics and operational mode of power grid, computing grid and military grid are analyzed and summarized. The concept and operational mode of gridded management theory is introduced. In a certain sense, urban gridded management theory is a compositive management mode based on physical and virtual grid. The procedures, characteristics, system architecture, network graph, mechanism and workflow of Shanghai urban gridded management are illustrated. The results of practice in Shanghai urban gridded management theory show that the service level of urban management is improved generally and greatly through the adoption of urban gridded management theory.
