For the instability of transmission bandwidth in the cellular network and the limitation of performance in the mobile devices, the proposed solution shows a QoS (Quality of Service) strategy from three aspects: “Auto Rate Control”, “Self-Adaptive Approach for the Mobile Network Environment” and “Ringing Buffer and Daemon Thread” for both streaming media server and mobile applications. With the help of that, a good quality of video service can be applied to real mobile surveillance scene.
