In network centric warfare, a suitable knowledge infrastructure is the premise of transforming information superiority to knowledge superiority, but current research works are few in this aspect. For building the knowledge infrastructure of NCW and capturing the knowledge superiority, in this paper, as the first step towards a practical knowledge infrastructure, MDOCA, SOCA and MROCA are proposed to construct military domain ontology, situation ontology and military rule ontology; the integration procedure of military domain ontology, situation ontology and military rule ontology is clarified; then a scenario knowledge infrastructure fragment is constructed by using approaches and procedure presented above.
