A knowledge meta-system, to include and encompass a complex system, is proposed as a deliberative cognitive structure to enable selfgovernance and autonomic management. It is shown how, using a propositional sentential account of system epistemology via an observer model with known metrics and dimensions, as signatures for selforganising behaviour, associated with large scale networks, may be used to infer behaviour. Finally it is demonstrated how such a system can control and determine the type of evolving networks through an example generic network building example.
