With advantage of the scientific and the objective, many educational psychology-based learning method, such as SQ3R learning method, meaningful reception learning method[7], SQ4R method[7] etc. are widely used in the school educations and individual study. At the same time, recently the WWW based education systems are flourished. But there is still few learning methods standing up for the WWW based learning, so the learning quality and efficiency can't be ensured. In this paper, we pose a method to design and implement educational psychology-based learning-support tools for individual learning in web-based distance learning system. This method is based on effective study method SQ3R, which is a very popular learning method in school educations in America and Europe.However, the effective study method SQ3R cannot be directly applied into the web-based distance learning system, so we design a method and a group of tools to support the learners using SQ3R in the web-based distance learning system. Supported by this learning method, learners' learning effectiveness can be greatly improved. According this method, a group of tools are developed, and using these tools, the WWW based system help the leaner to keep the his/her motivation, also, by giving a navigation and goals to assist him/her to grasp the general image of the contents, help the learner to perceive his position in the contents, and remind him/her to keep attention on the process of learning. Also, we have implemented the designed support method and tools into a web-based distance learning system that we have designed earlier.
