Recently, advances in computer networks have affected marketing and business systems so that traditional business systems have been metamorphosed. The increasing demands for extended products and services along with advances in IT industry have motivated researchers to create Virtual Organizations (VOs) in order to better respond to business opportunities and produce qualitative services and products. In this paper, a thorough survey of VOs, is presented including definitions, characteristics, issues, and challenges. Keywords: ICT, Collaborative Networks, Virtual Organization, Virtual organization Breeding Environment (VBE).
