SOA (Service Oriented Architecture) has been regarded as the most critical technique for business agility. However, cross-organization SOA application has not been widely adopted due to the lack of an effective enablement mechanism. Hence, we propose an approach to streamline SOA enablement by twoway service broking in this paper. Firstly, a conceptual two-way service broking model is presented. Then, this model is reified to standardize the process of SOA enablement in the cross-organization context. Finally, the rationality and feasibility of the proposed model are validated through a prototype on top of a SOA fabric.
