This paper proposes a new tool for measuring e-readiness (the investment climate) of a country. Firstly, this paper presents some of the difficulties (e.g. imprecise data) in measuring e-readiness of a country. Secondly, this paper presents a fuzzy logic model of a new tool for measuring e-readiness, as fuzzy logic is well suited for working with imprecise data. Finally, this paper presents a hybrid tool for measuring e-readiness. The hybrid model uses fuzzy logic together with array-based logic. The main reason for proposing the hybrid tool is to reduce the size of the fuzzy rules base.
