In this paper, we propose a simple and flexible infrastructure for mobile communication. The proposed approach can improve resilience in constructing a mobile communication system and simplify both deployment and maintenance. This mobile communication system can transmit radio signals through air interface by using balloons which can carry radio transmitters. The transmitter or repeater carried by a balloon has a scalar cover capability by defining the height and angle of its antenna, and supports the requirements of different events. It can reduce our budget comparing with those commonly employed overhead antennae on fixed iron towers. Those features in the form of balloon carrier reduce the cost and improve convenience of the deployment and maintenance significantly. The simulation results show that the proposed structure can flexibly meet the requirements of diverse applications and work together with the existing system for better performance.
