The experiences of a government team in determining the winner of a three-year, $95-million software avionics contract using the Software Engineering Institute's Software Capability Evaluation program are discussed. The proposal evaluations, on-site evaluations, and post-on-site evaluation activities are all described. It is concluded that the evaluation method integrated well into the contractor-selection process.
