E-Business for Depopulated Areas: Why not "Re-Bundle" Local Loops?

This paper discusses the possibility of "Re-bundling" Local Loops by deploying a technology of "Proxy-DSL." In rural depopulated areas, the infrastructure of E-Business is still insufficient. Consequently, the markets for E-Business have no possibility to develop. Carries' decision of "not entering the area" bases on the view that there are not enough markets for them to cover expensive investment. However, the decision may be amended on some conditions which include the discovery of aggregated population of rural depopulated areas together is large enough to create hugh market for E-Businesses, and the introduction of "Proxy-DSL" Technology which consists of the idea of "bringing DSLAM out of the carrier's building and put them in proxy of clients." In order to realize above situation, however, a process of re-regulation, namely, "re-bundle" local loops is necessary.
