A large body of science about the brain, such as connectionism and artificial neural networks, is based on the notion that there are no controllers in the brain. This paper focuses on connectionism and artificial neural networks and argues that this assumption of “no controllers in the brain” is flawed and violated in every connectionist and neural network system. Moreover, given the current evidence from neuroscience about the brain and from the work of the last fifty years from the connectionist and neural network fields, it is obvious that there are parts of the brain that control other parts. This paper presents this new theory about the brain and argues for it.
