Multicast delivery is one of solution to reduce the cost in large VOD systems. However, it is different to implement the interactive operations for an individual user is multicast transmission system. In this paper, we propose a Frame-Based Multicast Transmission (FBMT) scheme to serve many users and reduce the initial delay while supporting VCR operations. In the proposal multicast scheme, to support both normal playback and VCR operations with one channel, each frame is delivered through its dedicated channel based on its frame type (I, P, B). The FBMT scheme turns out to show better performance than other multicasting schemes in terms of both initial and VCR blocking probability. The initial blocking probability is decreased as the arrival rate increase while VCR blocking probability reaches 0% for the streams admitted to use the multicasting facility.
