Content ID Forum has defined a standard metadata management mechanism to promote digital content distribution. The metadata is managed using IPR-DB, and the identifier is defined to match the content and the metadata in IPR-DB. The identifier is embedded into the content using digital watermarking to prevent its loss. To prevent the forgery of digital watermarks and to catch up with the progress of technology, the Forum adopted the meta watermark technology which uses two layer watermarks. This paper describes a mechanism to realize meta watermark processing; the meta watermark identification of content is extracted and used to access the corresponding IPR-DB. The processing flow starts with extraction of the meta watermark and identification of the real watermark method, then proceeds to detection of content identifier, matching of the identifier and IPRDB. Meta watermark processing enables the public provision of the features needed to access IPR-DB managed metadata; the embedded identifier can be read while the digital watermark method is kept secret.
