This paper concerns with the resources requirement of a hierarchical Video-on-Demand (VoD) system using layered videos in a heterogeneous environment such as Internet. An analytical model is developed to evaluate the performance of the system in terms of the blocking probability and the video quality. With the Maximum Cache Hit (MCH) caching policy, if the customers can request different quality of the videos from the server, the blocking probability can be significantly reduced.
