This paper introduces a strategy for assessing the practical frameworks that government managers use to guide egovernment investment decisions. A gap analysis strategy is outlined here and a preliminary application of the analysis is presented using a single egovernment investment decision making framework. The gap analysis strategy serves two purposes; to inform the design, development, and use of egovernment investment decision making tools and processes; and to propose a strategy for informing the ongoing debate about information systems research relevance.
