The spread of the world-wide internet has become an interesting phenomenon during this decade. The dissemination of the internet in Taiwan, however, has just picked up momentum since 1995. This paper examines how the government, academia, and the private sector are working together to facilitate the technology transfer process in the use of internet as a new means of social communication.
