The field of information logistics aims at developing concepts, technologies and applications for need-oriented information supply. Information-on-demand services are a typical application area for information logistics, as they have to fulfill user needs with respect to content, location, time and quality. The application context for this paper is the implementation of the weather-information-on- demand service WIND, providing warnings about hazardous weather conditions to end customers. The major technical aspects presented are (1) an information logistical framework consisting of a set of configurable and adaptive software components and (2) a robust and scalable event-reaction mechanism as part of the framework. Experiences from the WIND project include aspects of system design, development process and operations.
