Welcome to this cooperative, ACM/IEEE Computer Society Discussion Forum.  As we noted in our co-published letter, “From the Presidents of the IEEE Computer Society and ACM” that appeared in the August, 2011 issues of CACM and Computer magazine, we have created this Forum to solicit comment, discussion, ideas, and suggestions regarding matters that related to cooperative activities that would benefit the members of both of our societies as well as the computing community in general.

I´m a member of both ACM and IEEE-CS but not living in USA, and as so, to be a member of this societies means fundamentally to acces DLs, but considering that their bussines models are very different, I think the fisrt movement should be on the side of IEEE-CS adopting the ACM model of DL in terms of prices and accessibility: a low price and a full access to every publication. Every publication, e-book and on-line course, should be included in the DL concept, but at the same time not any kind of paper based publication.
This coul be realizable cosidering the following idea:
a) payment of only one of the memberships. (in case of IEEE-CS it does not includes IEEE)
b) payment of one or both of the DL in terms of a unified price and accessibility.

Maybe the most difficult side of the equation is on IEEE-CS side, since it implies a deep reengineering of their bussiness model in which is not a minor consideration the mother institution of IEEE and their regulations, but in favor of this idea it should be taken into account a greater number of members to pay for both DLs, and an actual movent addersing convergenge and flexibility of the knowledge base of computing professions as a future vision.

I completely agree. I'm a member of both for exactly the reason that some titles not carried by acm ARE carried by IEEE. Combine the libraries together... one price... one collection of books...
