Our Learning Technologies Standards Committee is proposing a new effort:
The learning ecosystem is rapidly expanding to include e-textbooks and online innovations like virtual classrooms, tutoring services, social media study groups, and robo-tutors. Teachers, trainers and learners are faced with the need to schedule, manage, and track activities across the web.

Cloud-based data stores are being proposed to keep multiple systems informed about the learners’ progress and history. These systems will address both formative data useful in making decisions about learning delivery and summative data produced across a lifetime of learning. This data needs to be stored, related, and valued in a manner consistent with learner privacy.

Emerging technologies for mobile platforms, semantic data, intelligent agents, and event-driven architectures are gaining traction outside the learning field and are poised to form a new plug-and-play infrastructure for innovative teaching and learning applications.

Effectively leveraging these trends for learning and the special requirements of the education and training markets requires new forms of inter-process data interoperability that the IEEE is well positioned to define.

The proposed LET-C activity is an IEEE-led collaboration exploring interoperability issues raised by the use of cloud computing in learning, education, and training. The LET-C goal is to rethink an established but technically dated approach to delivering online learning that measures learner performance. Addressed by the IEEE 1484.11 standards, the current approach does not reflect important trends in semantic data and the scalable, global integration capabilities of cloud computing. The LET-C intent is to rapidly adapt the concept of a measured learning activity to these emerging technologies to define a qualitatively new level of online learning. Through collaboration, LET-C will leverage leading work on these technologies from appropriate IEEE activities and commercial partners. To provide technical focus, LET-C will address a STEM education use case involving field activities and mobile platforms.
