The Most Cited IEEE Software Articles

This paper investigates the most cited papers in IEEE Software over its 25 year history. I find that the most cited paper has 135 citations. Further, using the H-Index to determine how many papers to analyze, I find an H-Index of 35 for IEEE Software, without omitting self citations, and an H-Index of 33 if self-citations are omitted. The percentage decrease between the total number of citations to the 35 and 33 papers respectively, was less than the percent decrease in the H-Index when self citations were omitted.
