In the real world, stakeholders are interested in solutions, not some abstract developer-centric set of requirements. And users most definitely change their minds: perhaps they got it wrong, or perhaps the world just changed. However, a kind of mass delusion seems to persist in the development community. Many people think that there are such things as requirements.
