Software configuration management offers a software project manager the one thing he or she desires most: control. It's what I call a "blocking and tackling" issue: It rarely makes headlines, but without it, a software project can be thrown for big losses. Dwayne Phillips argues that managers (like football coaches) ignore "blocking and tackling" at their peril.
