Based on credibility theory, a new class of twostage minimum risk location-allocation model is first proposed. Then we deal with the approximation of the location and allocation problem After that, a hybrid algorithm, which integrates the approximation approach, neural network and simulated annealing, is designed to solve the proposed location-allocation problem, and a numerical example is provided to test the effectiveness of the hybrid algorithm.
