To improve the construction quality of public projects, guarantee the common features of projects and prevent the occurrence of corruption phenomenon in the construction of public projects, this study proposes the project supervision model featured by the network engagements of citizens. The traditional public project supervision model has three major problems, namely one-dimensional property of target, subject simplification and supervision randomization, so the supervision quality of public projects is reduced. The virtuality, openness and directness of network environment can effectively support the citizens to engage in public project supervision. Through the establishment of civic network engagement model in the public project supervision, two emerging management elements of network platform and civic engagement are integrated and the democratic principle and the efficiency principle in project supervision are balanced, which are favorable for the improvement of public project supervision level.
