ABSTRACT
<p>Progress toward an all-IPv6 Internet is still uneven, despite allocation in 2011 of the last five blocks of /8 addresses to the regional Internet registries. Observers and participants in the process perceive different segments of the network as lagging others in preparing for the big switch.</p>
