Performance Metrics for All

When protocol developers or network engineers seek to understand their situation, performance measurements are one tool in the tool box that can help. But what if the technology is new and no relevant performance metrics exist? This article describes a process for developing performance metrics with sufficient detail for them to become industry standards.
